You may want to try reversing the measurements in the height and width of the paper to see which layout produces the most cut sheets. For example, if you cut size is 5 inches wide by 7 inches high and your full sheet size is 22 inches by 30 inches, using 22 in the width and 30 in the height yields 16 cut pieces while using 30 in the width and 22 in the height yields 15 cut pieces.
